It's either a head light relay, possibly a flasher for turn and 4 ways (I doubt it they usually have more prongs and are square), or they key in ignition/seatbelt buzzer. If high and low beam headlights work and turnsignals work, it's the buzzer. The buzzer is annoying when it works.
