I don't think there is just one correct answer to the question you're asking but if you want to know who the European Tour usually employs for the big events (Open Championship, Ryder Cup, etc.), it's Ivor Robson. He's worked the Open since 1975. (That, of course, is 32 years running.) If you'd like to confirm, below is a link to an article (from 2000 although nothing has really changed).
